1. GENERAL PROVISIONS

1. Political party " Party of Orthodox Democracy " (in abbreviated form the DEMO) is the voluntary public association created with a view of participation of citizens of the Russian Federation in a political life of a society by means of formation and expression of their political will, participation in public and political actions, in elections and referenda, and also with a view of representation of interests of citizens in bodies of the government and institutions of local government.
2. Activity of the DEMO is based on the Constitution of the Russian Federation and is adjusted by federal constitutional laws, the Federal law " About political parties ", other federal laws and the present charter.
3. Activity of the DEMO is based on principles of voluntaries, equality, self-management, legality and publicity.
4. The DEMO carries out the activity in all territory of the Russian Federation.

2. THE PURPOSES AND TASKS

1. The basic purposes of the DEMO are:
   • Formation of public opinion;
   • Political formation and education of citizens;
   • Expression of opinions of citizens on any questions of a public life, finishing of these opinions up to data of the wide public and bodies of the government;
   • Promotion of candidates at elections to legislative (representative) bodies of the government and representative bodies of local self-management, participation in elections to the specified bodies and in their work.
2. For achievement of the authorized purposes of the DEMO, according to the current legislation, solves the following tasks:
   • Participates in work of legislative (representative) bodies of the government and representative bodies of local self-management;
   • Participates in election campaigns and nominates candidates to an office the President of the Russian Federation, in deputies of the State Duma of Federal Assembly of the Russian Federation on federal constituency and in one-mandatory constituencies, and also candidates and on other elective offices of subjects of the Russian Federation and institutions of local government according to the current legislation;
   • Participates in preparation and carrying out of referenda in the Russian Federation and in subjects Russian Federations in the order determined by the current legislation;
   • Organizes and carries out independent public sociological researches;
   • Carries out cooperation in all lawful forms with public, state structures in business of realization of the purposes of the DEMO.
3. The main task of the DEMO is construction by the constitutional methods of the legal, socially focused state with multistructure economy and guaranteed realization of the civil rights and freedom.

3. RIGHTS AND DUTIES

1. The DEMO have the right in the order established by the legislation of the Russian Federation:
   • Freely to distribute the information on the activity, to propagandize the sights, ideas and tasks;
   • To participate in development of decisions of bodies of the government and institutions of local government in the order and the volume, established by the Federal law " About political parties " and other laws;
   • To participate in elections and referenda according to the legislation of the Russian Federation;
   • To create regional, local and primary branches, including with the right of the legal person, to make of the decision on their reorganization and liquidation;
   • To organize and carry out assemblies, meetings, demonstrations, processions, picketing and other public actions;
   • To establish publishing houses, news agencies, the polytrophic enterprises, mass media and educational establishments of additional formation of adults;
   • To use on equal terms the state and municipal mass media;
   • To create associations and the unions with other political parties and other public associations without formation of the legal person;
   • To protect the rights and to represent legitimate interests of the members;
   • To establish and support the international communications with political parties and other public associations of the foreign states, to enter the international unions and associations;
   • To carry out enterprise activity according to the legislation of the Russian Federation and the Present charter. DEMO is competent to carry out other activity established by the legislation of the Russian Federation.
2. The DEMO it is obliged:
   • To observe in the activity the Constitution of the Russian Federation, federal constitutional laws, federal laws and other normative legal acts of the Russian Federation, and also the present charter;
   • Annually to represent to recording bodies the information on number of members of the DEMO in each of regional branches, about continuation of the activity with the instruction of the location of permanent supervising body, and also a copy represented in tax bodies of the Russian Federation of the summary financial report of political party and financial (accounting) reports of its regional branches and other structural divisions with the right of the legal person (further - the registered structural divisions);
   • To suppose representatives of recording bodies on open actions (including on congresses, conferences or general meetings), spent by political party, its regional branches and other structural divisions;
   • To inform beforehand selective commission of a corresponding level on carrying out of the actions connected to promotion of the candidates (lists of candidates) in deputies and on other elective offices in bodies of the government and institutions of local government, and to suppose representatives of the selective commission of a corresponding level on the specified actions.
   The DEMO and its regional branches annually represent to recording bodies of data on quantity put forward by political party, its regional branches and other structural divisions (including in structure of the selective block) the registered candidates and on other elective offices in bodies of the government and institutions of local government, and also data on the lists of candidates registered by the selective commissions. The specified data are represented as a copy of the report on results of the elections, the certified selective commission of a corresponding level.

4. MEMBERSHIP IN THE PARTY

1. Membership in the DEMO is voluntary and individual.
2. Members of the Party of Orthodox Democracy can be the citizens of the Russian Federation who has reached age of 18 years, carrying out its{her} charter and recognizing the program.
3. Foreign citizens and persons without citizenship, and also the citizens of the Russian Federation recognized as court incapacitated have no right to be members of the DEMO.
4. Reception in the DEMO is carried out on the basis of personal written applications{statements} of citizens of the Russian Federation and the questionnaire of the DEMO of a sample established by Chamber filled with them. Reception is carried out by regional and local branches of the DEMO, on occasion the Central Device of the DEMO.
5. Members of the DEMO participate in activity of political party, have rights and perform duties according to its charter.
6. The member of the DEMO has the right:
   • To select and be elite in directing bodies of political party, its regional branches and local structures;
   • To receive the information on activity of political party and its directing bodies;
   • To address for support of a party at elections to bodies of the government and institutions of local government;
   • To receive consultations, legal and other help, when due hereunder to use assistance of the DEMO in protection of the legitimate rights and interests;
   • Independently to choose forms of the participation of activity of a party;
   • To take part in meetings, processions and other political actions spent by party, to be present at conferences and congresses;
   • To appeal against decisions and actions of party bodies, addressing with written applications, offers in supervising and control-auditing bodies of the DEMO;
   • Freely to leave from a party under the written application for the body which has accepted it.
7. The member of the DEMO is obliged:
   • To observe the present charter, to commensurate the actions with the program of a party;
   • To promote the activity to achievement of the program purposes and tasks of a party in structure of one of Communist Party organizations;
   • To not do applications on behalf of the party, directing bodies of a party contradicting to decisions;
   • To take part in elective campaigns;
   • To pay a membership dues or a different way to render material support of a party.
8. The personal account of members of the DEMO is conducted in its{her} regional branches under the form established by Chamber. The summary account of members of the DEMO conducts the Central Device of a party.
9. The member of the Party of Orthodox Democracy can be excluded from the DEMO for infringements of the charter, action and the statements discrediting a party, on public actions or in mass-media, drawing of material or moral harm of a party. The decision on exception of political party is accepted by a local Communist Party organization or Coordination Chamber of regional branch. The decision on exception of heads of regional branches and local Communist Party organizations is accepted at session of Coordination Chamber of regional branch and affirms Chamber of the DEMO. In unusual cases the decision on exception of a party can be accepted Chamber of the DEMO. It is possible to appeal against the decision on exception of a party in higher party body in a month.

5. SUPERVISING AND CONTROL AUDITING BODIES OF THE DEMO

1. Directing bodies of the Party of Orthodox Democracy are congress, Chamber and the Consul of the DEMO.
2. The supreme supervising body of the DEMO is congress, which is convoked under the decision Chamber not less often than an once in four years. The norm and the order of representation at congress, date, the agenda are established by Chamber.
3. Extraordinary congress can be called under the initiative Chamber or on demand more than half of regional branches of the DEMO.
4. Into the competence of congress enters:
   • Acceptance of the Charter and the Program of the DEMO, entering into them of changes and additions;
   • Election of the Consul, Chamber, the Central control-revision committee;
   • Promotion of the candidate on a post of the President of the Russian Federation;
   • Promotion of candidates (the list of candidates) in deputies and on other elective offices in bodies of the government and institutions of local government;
   • Decision-making on occurrence in the selective block at elections and bodies of the government;
   • Consideration of questions on reorganization or liquidation of political party, reorganization and liquidation of its regional branches;
   • Decision-making on change of one-mandatory district on which the candidate (the registered candidate) has originally been put forward;
   • Decision-making on purpose or the termination of powers of authorized representatives, members of the selective commissions with the right of the deliberative vote, the authorized representatives of the DEMO, observers at elections.
5. Congress is considered competent if delegates take part in his work from the regional branches of a party formed more than in half of subjects of the Russian Federation.
6. Decisions on election of supervising and control-auditing bodies of the DEMO, on promotion of candidates (the list of candidates) in deputies and on other elective offices in bodies of the government are accepted by ballot by the majority of voices of the delegates participating in work of congress.
7. Decisions on reorganization and liquidation of the DEMO are accepted 2/3 voices of the delegates participating in work of congress.
8. During the period between congresses by supervising body of the Party of Orthodox Democracy the Chamber, which is selected at congress for the period of four years in the quantity determined by Congress is.
9. The organization of performance of decisions of congress of the DEMO, discussion and decision-making is assigned to Chamber on actual problems of activity of the DEMO, consideration of personnel questions. The chamber makes a decision on creation of regional branches of a party, about participation in elections to regional bodies of the government in those regions where the regional organizations of the DEMO are not registered, makes a decision on carrying out of extraordinary regional conference.
10. The chamber according to the current legislation makes a decision on exception of the federal list and about a response from the list on one-mandatory districts of proposed candidates in deputies of the State Duma of Federal Assembly of the Russian Federation.
    
    The basis for a response is:
    
    1. Expressed publicly or in mass media disagreement of the candidate with an electoral Program of a party or its program, a position of Chamber or the Consul of the DEMO on any questions;
    2. Self-elimination of the candidate from participation in pre-election (from petition, from selection of authorized representatives, etc.) or elective campaign (refusal of meetings with voters, participations in " round tables " and other agitation-information actions);
    3. Fulfillment of the actions discrediting reputation of a member of a party and rendering moral harm of a party;
    4. Granting doubtful or false data from the biography.


11. Sessions of Chamber are carried out as required, but not less often than an once in three months.
12. The chamber is competent, if at his session is present more than half of members of Chamber. The decision is deemed accepted, if for him has voted more than half of members of Chamber present at session. The form of voting is defined by Chamber. Decisions of Chamber are obligatory for execution by all party structures of the DEMO and members of political party.
13. The consul of the Party of Orthodox Democracy is selected at congress of the DEMO for the period of four years and heads Chamber. It promotes consolidation of a role and a place of the DEMO in a political life of Russia, promotes strengthening of its{her} international authority.
14. The consul organizes work of Chamber and execution of the accepted decisions, defines tactics and the basic directions of activity of the DEMO, appoints the Head of the Central Device of a party. The staff of the Central Device is defined by the Consul of the DEMO, proceeding from financial opportunities of political party and its needs. The consul carries out also representation functions. It represents a party in mutual relations with the public, including international, domestic and foreign mass media.
15. The central Device is an agency of Chamber of the DEMO, it carries out party construction, the ideological work of political party resolved by the law economic activities, develops strategy and tactics of activity of the DEMO on these questions, authorizes regional branches and other registered structures of the DEMO to incur the obligations attracting a liability, prepares for offers and recommendations to Chamber of the Party of Orthodox Democracy and the Consul.
16. Central control-revision committee (CCRC) is selected at congress for the period of four years and checks the order of an expenditure of financial assets and correctness of use of property of the DEMO, not less often than an once in one year carries out on these questions audit, and also assorts disputed situations in political party. Chairman of the Central control-revision committee is selected at its session by the majority of voices of members of the commission. About the work the Central control-revision committee reports to congress of the DEMO.

6. ORGANIZATIONAL STRUCTURE

1. The DEMO is under construction to a territorial attribute: regional branches are created and registered, local branches can be created and registered according to the current legislation and the Charter.
2. The supreme supervising body of regional branch of the DEMO is conference (general meeting) which is carried out not less often than an once in two years. At conference (general meeting) by ballot for the period of two years Coordination council of regional branch, control-auditing is selected.
3. Into the competence of conference (general meeting) enters:
   • The organization of performance of decisions of directing bodies of the DEMO;
   • Definition of the basic directions of activity of regional branch;
   • The statement of reports of Coordination council and Control-auditing;
   • Election of delegates on congress of the DEMO;
   • Promotion of candidates (lists of candidates) in deputies and on other elective offices in bodies of the government of subjects of the Russian Federation and institutions of local government;
   • With a view of the operative decision of the questions connected to participation in elections, conference (general meeting) can delegate to Coordination advice decision-making on purpose or the termination of powers of authorized representatives, members of the selective commissions with the right of the deliberative vote, the authorized representatives regional and local branches of the DEMO, observers at elections.
4. Conference is competent, if delegates take part in its work from more half of the local Communist Party organizations included in regional branch. General meeting is competent, if in his work take part more than 1/3 members of regional branch of the DEMO. Norms and the order of representation at conference (general meeting), the agenda and date of its carrying out establishes Coordination council as agreed with the Central Device of the DEMO.
5. During the period between conferences by supervising body of regional branch of the DEMO Coordination council is.
6. Coordination council organizes organizational - party, ideological and economic work during the period between conferences. Coordination council is considered competent if in his work takes part more than half of members of Coordination council. Decisions are accepted by the majority of voices voting by show of hands. At Coordination council the device of regional branch of a party can be created.
7. The coordinator of regional branch of the DEMO is selected on Coordination council the majority of voices and heads Coordination council, organizes his work, represents regional branch in regional bodies of the government and management and bears the responsibility for a condition of party work, participation in elective campaigns.
8. Control-auditing not less often than two times one year carries out audit financial and economic activities of regional branch of political party.
9. Local (city, regional) branches can be created by the decision of Coordination council of regional branch of the DEMO. They carry out propagation of ideas of the DEMO, reception of new members, carry out support of candidates from the DEMO or political parties - allies.
10. The assembly of local branch is considered competent at presence more than half of members of branch. They are carried out as required, but not less often than an once in a quarter. Decisions are accepted by the majority of voices voting by show of hands. At assembly the Coordinator of a local Communist Party organization for the period of two years is selected.
11. Decisions on election of supervising and Control-auditing bodies of the DEMO and its regional branches, and also about promotion of candidates (the list of candidates) in deputies and on other elective offices in bodies of the government and institutions of local government are accepted by ballot.

7. PROPERTY OF THE PARTY OF ORTHODOX DEMOCRACY, ITS SOURCES AND ECONOMIC ACTIVITIES OF THE PARTY

1. In the property of the DEMO there can be any property necessary for maintenance of its activity, stipulated by the current legislation and the charter of political party.
2. The proprietor of property of the DEMO, including property of its regional branches and other structural divisions, the party as a whole is; members of a party have no rights concerning property of a party; regional branches and other registered structural divisions of a party possess the right of operative management of the property fixed behind them by the proprietor, have independent balance or I shall sweep away.
3. The property of a party is used only for realization of the purposes and the decision of the tasks stipulated by the charter and the program of a party.
4. Regional branches and other registered structural divisions of a party answer under the obligations property taking place at their order; at insufficiency of the specified property subsection the responsibility under obligations of regional branch or other registered structural division of a party is born with a party.
5. The responsibility for realization of financial activity of a party, its regional branches and other structural divisions is born by the authorized persons appointed Chamber.
6. Money resources of political party are formed for the account:
   • A membership dues;
   • The means of the federal budget given according to the legislation of the Russian Federation;
   • donations;
   • Receipts from the actions spent by party, its regional branches and other structural divisions, and also incomes of enterprise activity;
   • Receipts from civil-law transactions;
   • Donations as money resources and other property from physical and legal persons in the order stipulated by the current legislation;
   • Others, not forbidden by the law, receipts.
7. Money resources of political party are placed on accounts in the credit organizations registered in territory of the Russian Federation. The DEMO, its regional branches and other registered structural divisions have the right to have only under one settlement account.
8. The DEMO it is independent in the decision of economic questions of maintenance of the activity, including questions of a payment, enterprise activity, reception and use of money resources and other property. On workers of the device of political party working on the labor contract (contract), its regional branches and other structural divisions the legislation of the Russian Federation on work and social insurance is distributed.
9. With a view of creation of financial and material conditions for realization of the purposes and the decision of the tasks stipulated by the charter and the program, the DEMO, its regional branches and other structural divisions have the right to carry out the following kinds of enterprise activity:
   • Information, advertising, publishing and polytrophic activity for propagation of the sights, the purposes, tasks and promulgations of results of the activity;
   • Manufacturing and sale of souvenir production with symbolic and (or) the name of the DEMO, and also manufacturing and sale of publishing and polytrophic production;
   • Sale and tenancy of the DEMO available in the property movable and real estate.
10. Incomes of enterprise activity of the DEMO, its regional branches and other structural divisions cannot be redistributed between members of political party and should be used only with a view of, stipulated by the present charter.
11. Results of economic activities of the DEMO, its regional branches and other structural divisions are reflected in the summary financial report of political party and financial (accounting) reports of its regional branches and other registered structural divisions.
12. The DEMO, its regional branches and other registered structural divisions carry out the financial and accounting reporting in the order and the terms established by the legislation of the Russian Federation for legal persons.

8. THE ORDER OF MODIFICATION AND ADDITIONS IN THE CHARTER AND THE PROGRAM OF THE PARTY

1. Changes and additions in the charter and the program of the DEMO are accepted at congress by the majority of voices. The changes accepted by congress and additions in the charter of the DEMO are subject to the state registration in the order established by the law. Changes and the additions brought in the program of a party, are represented to federal recording body for data in the order established by the law.

9. REORGANIZATION AND LIQUIDATION OF THE DEMO, ITS REGIONAL BRANCH AND OTHER STRUCTURAL DIVISION

1. Reorganization of political party is carried out under the decision of congress of the DEMO, accepted in the order stipulated by item 1 of clause 25 of the Federal law " About political parties " and the charter of political party.
2. Reorganization of regional branch and other structural division of a party is carried out under the decision of congress of the DEMO or under the decision of Chamber.
3. The DEMO can be liquidated under the decision of its supreme supervising body - congress or under the decision of the Supreme Court of the Russian Federation.
4. Liquidation of political party is carried out under the decision of congress of the DEMO, accepted in the order stipulated by item 1 of clause 25 of the Federal law " About political parties " and the present charter. Regional and other structural divisions of political party can be liquidated:
   • Under the decision of congress of the DEMO;
   • Under the decision of court in the order stipulated by the current legislation;
   • In case of liquidation of a party.
5. In case of liquidation of the DEMO its property, after end of calculations under its obligations, is transferred:
   • On the purposes stipulated by the charter and the program of the DEMO if liquidation of a party is carried out under the decision of congress;
   • In the income of the Russian Federation if liquidation of the DEMO is carried out under the decision of court.
6. Documents on staff of the liquidated party are transferred in the order established by the law to state-archival storage.
